Judy joined Clarke Schools for Hearing and Speech as the director of Clarke Philadelphia in 2005. Under her leadership, Clarke’s early intervention, preschool and mainstream programs expanded to reach more students and families in the Philadelphia area. Judy also assumed an interim co-leadership role supporting Clarke’s network-wide operations and was a critical leader in Clarke’s 2019-2023 strategic planning process. 

In 2021, Judy brought four decades of general education, special education and administrative experience to the national role of Chief Program Officer, overseeing programmatic compliance, curriculum development and quality improvement for all programs and services. Judy’s role expanded in November 2022 to Head of Programs & Schools and Interim President.   

Judy holds a bachelor’s degree in secondary education in English with a minor in deaf education from Bloomsburg University and a  master’s degree in education of the hearing impaired PK-12. She also holds a certificate as a Supervisor of Special Education from Penn State University. Judy was an advisory committee member of the Educational Resources for Children with Hearing Loss (ERCHL) in Pennsylvania under the Bureau of Special Education and previously served for six years as an advisory board member of the Department of Health EHDI committee there. She is a member of numerous committees at OPTION and has presented at national conferences including the A.G. Bell Symposium and the Early Hearing Detection and Intervention (EHDI) Annual Conference. Judy has authored several articles focused on mainstream services in school settings and has also co-authored  an assessment for mainstream readiness in preschool.
